Chairman Mahern commented that the City, on good faith that Mr Moss would eventually come into compliance with the law, had allowed him to operate illegal recycling center. THE PUBLIC HEARING WAS CLOSlm. Mr. Swift noted that it is not the City's intent to "hide" the recyc' g facility, but in fact, the Code attempts to further the goals of recycling. He further expl . ed that the City has been temporarily allowing recycling facilities which existed prior to ad tion of the recycling ordinance to install the required screening until the City decides if it will apply to the State for exemptions. Commissioner Michelotti stated that even though she would vote fi r revocation of the use permit, she would strongly recommend that the other recycling ce ters be brought into compliance with the recycling law.
