Staff proposed to analyze the same land use (existing, plus approved, plus regional buildout)
on four additional circulation networks, with the intent that at the conclusion of the next
workshop, the City Council will provide direction regarding its preferred alternative
circulation network. The July 12, 2005 workshop would provide information on the
following five alternative networks:

1. The existing system with intersection mitigations and gateway constraints (as
described at the May 24, 2005 workshop.

2. The existing system with intersection mitigations and gateway constraints, plus some
minor street extensions (Nevada Street and Rose Avenue) and street widenings
(Vineyard Avenue, Dublin Canyon Road, Foothill Road, and Bernal Avenue).

3. The existing system with intersection mitigations and gateway constraints, with the
Stoneridge Drive extension/E1 Charro Road connection.

4. The existing system with intersection mitigations and gateway constraints, with the
West Las Positas Boulevard interchange.

5. The existing system with intersection mitigations and gateway constraints, plus
Stoneridge Drive extension and the West Las Positas Boulevard interchange
(essentially modified 1996 General Plan circulation system).

In addition to discussion of circulation issues for each alternative, staff will also be able to
provide some very broad indication of the potential to add land uses (general location and
relative intensity) in each scenario. This would provide some additional information on
which the Councilmembers can base their recommendation.

Subsequent workshops will then be used to address various land use options, including their
traffic impacts. The culmination of these, plus the circulation network options/altematives,
will be a comprehensive preferred land use/circulation network plan which will form the
substantive basis for drafting the new General Plan and Environmental Impact Report (EIR)
documents.

SR 05:135
Page 11
