THE CITY OF ~ <br /> <br />pC :z& Sz x]TO ' o city Council-Planning Commission <br /> General Plan Joint Workshop <br /> <br /> May 24, 2005 <br /> Planning Department <br /> Public Works Department <br /> <br /> SUBJECT: CIRCULATION ELEMENT UPDATE <br /> <br /> PURPOSE: To provide additional traffic baseline information for evaluating future <br /> land use and circulation alternatives; to provide information regarding <br /> housing potential remaining under the cap and recent housing legislation. <br /> <br /> STAFF RECOMMENDATION: <br /> Receive staff presentation and direct staff to continue using constrained <br /> gateway concepts in reviewing alternative model runs. <br /> <br /> SUMMARY: The "existing plus approved" development scenario is forecasted for both <br /> Years 2010 and 2025, with intersection mitigations investigated. <br /> Cut-through traffic is also addressed. This report also provides <br /> information related to residential buildout of the 1996 General Plan and <br /> remaining capacity under the voter-approved housing cap. The impact of <br /> recent housing legislation on the City's ability to lower existing densities is <br /> also discussed. <br /> <br /> Honorable Mayor and Members of the City Council: <br /> <br /> BACKGROUND <br /> <br /> Following Council's direction at the March 22, 2005 workshop, staff has created a new <br /> baseline model which will serve as the basis for analyzing future land use and circulation <br /> alternatives. This new baseline model consists of the Pleasanton "Existing Plus Approved" <br /> land use scenario coupled with the region wide "buildout."
