The TAC and PAC representatives from Dublin and Livermore were insistent that the <br />traffic model should include the Stoneridge Drive extension and the West Last Positas <br />interchange. TAC representatives from Caltrans, Alameda County, and ACTIA also <br />supported the inclusion of these roadway network elements. Pleasanton TAC and PAC <br />representatives do not support this direction. <br /> <br />Staff has prepared alternatives for the Council's consideration as a starting point for <br />discussion relative to providing direction to staff. Once the Council has made a <br />determination, a letter setting forth the Council's decision will be sent to the Tri-Valley <br />Triangle Study PAC and TAC. <br /> <br />Alternative 1 <br /> <br />Highway projects that reduce cut-through traffic on local streets receive points. The base <br />roadway network proposed for the Triangle Study may increase the number of points <br />given to projects that most significantly reduce cut-through traffic in Pleasanton, thus <br />enhancing their position on the priority list. Agreeing to some network is necessary to <br />allow the study to proceed. <br /> <br />Action: Send a letter to the Tri-Valley Triangle Study PAC and TAC consenting to the <br />use of the proposed network for the purpose of studying the sequence and benefits of <br />Freeway and Highway improvement projects only. The letter would state that a <br />condition of this compromise is that the study only look at alternatives along state Routes <br />and Highways per the original scope of the study, and that the study not analyze or <br />address local circulation element concerns or alternatives involving arterial roadways. <br /> <br />Alternative 2 <br /> <br />The proposed study roadway network is not consistent with the roadway system preferred <br />by City Council. Using a traffic model that includes these controversial Pleasanton <br />roadways will most lilcely result in an unrealistic analysis of future circulation patterns in <br />the Tri-valley Area. Assuming these Pleasanton roadways will also make it difficult to <br />identify effective alternative to the roadways. <br /> <br />Action: Send a letter to the Tri-Valley Triangle Study PAC and TAC opposing the <br />inclusion of the Stoneridge Drive Extension and West Las Positas Boulevard interchange <br />in the Triangle study. The letter would state that each participating agency should be <br />allowed to remove any local arterial or other roadway controlled by that agency from the <br />base study conditions. <br /> <br />SR:05:134 <br />Page 4 of 5 <br /> <br /> <br />
