The Planning Commission recessed for a break at 8:54 p.m. <br /> <br />Commissioner Fox le~ the dais before the recess. <br /> <br />Chairperson Roberts reconvened the meeting at 9:03 p.m. <br /> <br />c. PDR 336, Frank Berlogar <br /> Application for design review approval to construct an approximately <br /> 2,290-square-foot caretaker unit and three accessory structures that include: (1) a <br /> building containing an approximately 900-square-foot wine barn and an <br /> approximately 1,776-square-foot garage/shop; (2) an approximately <br /> 1,615-square-foot horse barn; and (3) an approximately 900-square-foot hay barn. <br /> The property is located at 2200 Vineyard Avenue, in the Vineyard Avenue <br /> Specific Plan area, and is zoned PUD-HR/OS (Planned Unit Development - <br /> Hillside Residential/Open Space) District. <br /> <br />Commissioner Roberts recused herself due to a conflict of interest. <br /> <br />Ms. Decker summarized the staff report and described the background and layout of the <br />site. She indicated that the caretaker's unit must go through design review; the accessory <br />structures would normally be reviewed administratively but were included in the design <br />review as part of the larger project. She displayed the site design and noted the architect <br />would elaborate on the design details. The roadside and residential side elevations would <br />show the structure to be on-grade. Mr. Berlogar was amenable to lowering the plate <br />height of the structure from 12 to 10 feet, which would drop a portion of the roof, <br />creating more visual interest and attenuation with respect to the ridgeline and the <br />landscaping. Staff recommended approval of the project. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Peter Shutts, project architect, 4133 Mohr Avenue, described the design of the structures, <br />which were intended to be compatible with the hillside development and blend in with <br />the environment. He noted that the landscaping would grow rapidly and would break up <br />the hardscape. The colors would be in earth tones, designed to blend in with the <br />environment. He requested modification of the condition involving the wine barn; the <br />geotechnical report recommended that the wine barn have a basement level to anchor it to <br />the hillside, which he believed was a safety issue. He noted that it would not be visible, <br />with the exception of several steps providing access to the area. <br /> <br />In response to an inquiry by Commissioner Arkin regarding the addition of the basement, <br />Ms. Decker stated that normally, residential FARs would restrict it but that in this case, it <br />did not and would not change the appearance of the building. <br /> <br />Allen Roberts, 4148 Grant Court, noted that he owned the two properties adjacent to the <br />subject site.
