Vanessa Kawaihu, 871 Sycamore Road, complimented the City on finding a fine
architect to design the homes near the golf course and ensuring a high standard of design.
She stressed the need to have permeable paving surfaces because of the closed aquifer.

THE PUBLIC HEARING WAS CLOSED.

Commissioner Roberts moved to approve Case PDR-426 as recommended by staff,
with the addition of a condition to investigate the gray water situation in proximity
to the wetlands.
Commissioner Blank seconded the motion.

ROLL CALL VOTE:

AYES: Commissioners Arkin, Blank, Fox, Maas and Roberts.
NOES: None.
ABSTAIN: None.
RECUSED: None.
ABSENT: None.

Resolution No. PC-2005-13 was entered and adopted as motioned.

e. PUD-36~ Mike Waist
Work session to review and provide comments on the applications for PUD
rezoning and development plan approval to construct seven light industrial/
warehouse buildings totaling 46,550 square feet on a 2.53-acre parcel located on
the easterly comer of Valley Avenue and Busch Road. Zoning for the property is
S (Study) District.

Ms. Decker introduced Mr. Pavan, who corrected the staff report and stated that because
the zoning is industrial, a General Plan Amendment is not required. He summarized the
staff report and described the history and scope of this application. He noted that the
property was highly constrained. The purpose of the work session was to determine
whether the Planning Commission considered the proposed project to be a workable
development type for this site. If so, the applicant will do the necessary additional work,
generate uses and traffic analysis, and return for a public heating. He noted that the
project posed a difficult design challenge and that the landscape area on the edge of the
parking area was five feet with a three-foot overhang. It rendered the provision of
bioswales (requiring 10 feet of width) to be infeasible. He displayed the site plan on the
screen and described the features of the property.

THE PUBLIC HEARING WAS OPENED.

Mike Walsh, applicant, stated that a left-turn lane at Boulder Street into the property was
constructed to control the entrance and exit.

PLANNING COMMISSION MINUTES April 7, 2005 Page 7 of 16
