COUNTY OF ALAMEDA
PUBLIC W?RKS AGENCY
399 Elmhurst Street Hpl/~p[~br~ ff0~4544-1395
(510) 670-5480

Jerry Iserson
Director of Planning
City of Pleasanton
P.O. Box 520
Pleasanton, CA 94566-0802

Subject: Pleasanton ACE Station in Bemal Plan
Dear Mr. lserson:

These comments are submitted for the City of Pleasanton Town Hall Meeting scheduled for Monday, April 11, 2005
regarding alternatives for the Bernal Plan. The alternatives selected should include the permanent Altamont Commuter
Express (ACE) Station consistent with the City of Pleasanton's earlier commitments. This station can be designed to
be compatible with recreation or open space use on the Bernal property and provide joint use parking for these
multiple uses.

When the Altamont Commuter Express service was initiated in the mid-1990's, the cities of Livermore, Pleasanton and
Fremont committed to site and construct permanent station platforms and parking for that service. Likewise, the
Congestion Management Agency (CMA) and subsequently, the Alameda County Transportation Improvement
Authority (ACTIA) agreed to fund a portion of the rail operating costs as a regional priority. Each city was to then
provide the permanent station with maintenance and policing. To rapidly initiate the service, Alameda County
provided interim station platforms and maintenance in the downtown Livermore and Pleasanton locations.

Permanent stations now exist in Livermore (Vasco Road and downtown) and in Fremont at Centerville. These projects
have been developed by the cities using a combination of redevelopment and grant funds.

The interim Pleasanton station was sited at the County Fairgrounds. Subsequent public input resulted in a permanent
station being moved across Bernal Avenue to the Bernal property and included in the Bernal site planning.

I am attaching a copy of our earmark request to Congress for consideration in the TEA~21 Reauthorization process.
Commuter rail is an effective way to reduce congestion on Interstate 580 and Interstate 680. By reducing that
congestion, fewer motorists will decide to use local streets as alternative travel routes.

I urge the City of Pleasanton to sustain your commitment and ultimately develop the permanent ACE station on the
Bemal property.
Respectfully submitted,

Director of Public Works

Attachment

c: Nelson Fialho,City Manager ....... ~ ,
Supv.
