BACKGROUND

The 516-acre Bernal Property is situated on both sides of 1-680 directly south of the Alameda
County Fairgrounds. In August 2000, the Pleasanton City Council approved the Bernal Phase I
Specific Plan for the private development of 581 homes, 745,000 square feet of ofi~ce floor area,
and 5,000 square feet of retail floor area on a 198-acre portion of the Bernal Property. An
additional element of the plan provided for the dedication of the remaining 318 acres of the site to
the City of Pleasanton for public use.

In 2001 the City Council established two separate task forces to plan for future use of the Bemal
site. One was the Bernal Property Community Park Task Force, that was charged with preparing
recommendations for developing a community park on the site. The other was the Bernal
Property Specific Plan Task Force and its purpose was to plan for all other future pubtic uses on
the remaining public land.

Each Task Force conducted as series of public meetings to receive input on the community desires.
All meetings were open to the public, and public input was encouraged at all meetings.

At the conclusion of this process, the City Council, in consideration of the work of both Task
Forces, conducted a series of public meetings of its own and then decided to hold a national design
competition to determine a site design that might encompass the community's vision for the site
while incorporating many of desired uses. Among the design contestants, the MD Fotheringham
Landscape Architects (MDF) of San Francisco was chosen as the winning design firm. MDF soon
a~er entered into a contract with the City to assist in the design of long-term development plans
for the site as well as a Community Park Master Plan. Since then, MDF and City staff have
developed 5 site alternatives (Alternatives "A" through "E") for the 318-acre Bernal Property and 2
plan altematives (Alternatives I and 2) for the "Community Park" portion of the site. All plans
were designed to incorporate the desired potential land uses resulting from the preliminary phase
of this planning process, including outcomes from both Task Forces and other community
meetings.

A Town Hall Meeting was conducted on April I I, 2005 to present the various alternatives and to
receive comments from the community regarding the "Community Park" as well as the remainder
of the 318-acre Bernal site. The meeting was held in the Pleasanton Senior Center Auditorium and
was at~ended by approximately 200 members of the community. The purpose of the following
report is to present the results of the Town Hall Meeting.

REPORT CONTENTS

Comments provided at the Town Hall Meeting regarding the 318- acre site and Community Park
alternatives are presented below in several ways: (I) the verbal comments recorded on the
wallgraphic at the meeting; (2) summary of all verbal comments; and (3) a summary of the written
comments from the comment cards provided to meeting participants.

Bernal Property Town Meeting I SummaryReport-Apnlll, 2005 Page2
