PLANNING COMKISSION CITY OF PLEAS ON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. PC-92-99 RESOLUTION RECOMMENDING APPROVAL OF C APPLICATION OF THE CITY OF PLEASANTON TO CODE TO CREATE INCENTIVES FOR PROPERTY 0 UPGRADE UNREINFORCED MASONRY BUILDINGS AND FOR DOWNTOWN PROPERTY OWNERS TO ALLOW PUBLI OWNED, OFF-STREET PARKING FACILITIES RZ-92-4, THE THE KUNICIPAL ERS TO RETAIN AND EATE AN INCENTIVE USE OF PRIVATELY- WHEREAS, the city of Pleasanton has applied to mend the Municipal Code to create incentives for proper owners to retain and upgrade unreinforced masonry buil ings and create an incentive for downtown property owne s to allow public use of privately-owned, off-street P rking facilities; and WHEREAS, at their duly noticed public hearing 0 the Planning commission considered a1 relevant exhibits and recommendation concerning this application; and WHEREAS, projects of this nature are categoric 11y exempt from the requirements of the california Enviro ental Quality Act. December 9, 1992, public testimony, of the City staff WHEREAS, the planning Commission determined th t the proposed code amendments and policy changes wou d help encourage property owners to retain and re'nforce their URM buildings, thereby meeting the object'ves of the state's seismic mitigation program, and wou d also provide an incentive for Downtown property owne s to permit public use of their existing off-street par ing lots. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY 01' PLEASANTON RESOLVES THE FOLLOWING: Section 1. Recommends approval of Case RZ-92-4, the application of the City of Pleasanton to amend th Municipal Code to create incentives for property ow rs to retain and upgrade unreinforced masonry build' ngs and create an incentive for downtown property own rs to allow public use of privately-owned, off-street pa king facilities as, shown on Exhibit "A" attached heret and made part of this case by reference. Section 2. This resolution shall become effect ve immediately upon its passage and adoption.
