<br />appropriate landscaping to maximize sensitivity to <br />the site terrain. The specific design of future <br />houses and of all golf course facilities would be <br />subject to detailed review and approval by the <br />Design Review Board to ensure that all structures <br />blend with the site surroundings to the extent <br />possible. <br /> <br />6. <br /> <br />Adequate public safety measures have <br />incorporated into the design of the plan: <br /> <br />been <br /> <br />The plan incorporates emergency vehicle access <br />(EVA) roads in two locations to serve the future <br />homes and the golf course area in case of an <br />emergency. The details of emergency access onto <br />the golf course itself would be included in the <br />master operations plan to be reviewed in a pUblic <br />hearing by the Planning Commission prior to <br />construction. The secondary access road <br />recommended by staff would provide a further <br />measure of safety by adding a second public road <br />leading into and out of the development to the <br />north. In addition, implementation of conditions <br />and mitigation measures requiring residential fire <br />sprinklers, a wildland fire management plan, and <br />related measures adequately address issues of fire <br />safety. Grading wi thin the areas of development <br />would be engineered to repair landslides and <br />provide erosion control. Detailed review of <br />geologic concerns would be conducted as the project <br />progresses through to the construction stage. <br /> <br />7. The plan conforms to the purposes of the PUD <br />District: <br /> <br />The proposed plan offers a unique approach to the <br />development of a property which has significant <br />topographical constraints, high scenic quality, and <br />exceptional value for open space and passive <br />recreation uses. The PUD process is particularly <br />useful in providing a logical process for reviewing <br />the combination of elements featured in the <br />proposed project -- a golf course, residential <br />subdivision, and natural open space. with the <br />implementation of recommended EIR mitigation <br />measures and conditions of approval, staff believes <br />that the plan would result in a project which would <br />be an asset to the community and meets the intent <br />of applicable General Plan policies. If approved <br />as conditioned, the scenic qualities of the site <br />will be maintained, while at the same time, new <br />opportunities will be created for increased public <br />enjoyment of the site's natural and planned <br />amenities. <br /> <br />II <br />
