<br />, <br /> <br />Section 4.1: Unavoidable Significant Adverse Impacts <br /> <br />The following unavoidable significant environmental impacts are associated with the proposed <br />project as identified in the Final Environmental Impact Report for the project. These impacts. <br />cannot be fully mitigated by changes or alterations to the basic project. <br /> <br />PROJECT IMPACT 6A: Loss of blue oak woodland. Proposed development would destroy a <br />large area of oak woodland and its related habitat value. Within these woodland stands are many <br />large native trees. Many additional trees may also be lost due to soil compaction and irrigation <br />practices. FEIR pages 6-14, 6-15, 12-2. <br /> <br />CUMULATNE IMPACTS 13.2A and 13.2B: Cumulative traffic impacts. General Plan buildout <br />will result in congested intersections and freeway bottlenecks in P1easanton. FEIR page 13-2. <br /> <br />CUMULATIVE IMPACT 13.4B: Cumulative vegetation and wildlife impacts. There is a <br />continuing loss of existing vegetation and wildlife habitat to urban development in the area. FEIR <br />page 13-7. <br /> <br />Section 4.2: Overriding Considerations <br /> <br />The City Council has considered the public record of proceedings on the proposed project and <br />does determine that approval and implementation of the project would result in the following <br />substantial public benefits. <br /> <br />a. Fulfillment of the City's General Plan goals for the site, as described in Chapter 3 of the <br />Final EIR. This includes the provision of homes on large lots, and clustering of dwellings <br />so as to preserve open space. <br /> <br />b. Dedication of approximately 237 acres of the site for open space. This includes a trail <br />system link through the open space of the project site. This open space will conserve the <br />ecological values of the site and surrounding areas and provide recreational and open space <br />amenity opportunities for residents of the project, the City, and the region. <br /> <br />c.
