Rationale for Findin!!: The detailed geotechnical investigation will provide measures to
minimize settlement risks. Monitoring settlement of deep fills will further limit these
impacts.

EXPANSIVE SOIL

IMPACT 9E: Changes in volume of expansive soils caused from changes in soil moisture content
could create ground movement that can damage structure foundations and other improvements.
FEIR page 9-16.

Miti!!ation Measures 9-1. 9-18 throu!!h 9-20: Expansive soils shall be evaluated as part of
a detailed geotechnical evaluation, with measures developed to reduce the risk of damage
to improvements from expansive soils. Evaluate expansion potential and provide proper
design of foundation and pavement sections. Provide proper surface drainage to control
moisture level in soil. FEIR pages 9-17, 9-18.

Findin~: Changes or alterations have been required in, or incorporated into the project
that avoid or substantially lessen the significant effect identified in the Final EIR.

Rationale for Findin~: The geotechnical evaluation will identify expansive soils, and
ensure that special techniques are used on these soils to reduce the risk of damage.

SEISMIC HAZARDS

IMPACT 9F: The Planning Area will likely experience moderately strong to very strong ground
motion during the life of the proposed development. Damage to structures and improvements, as
well as injury to people, may occur due to strong ground shaking during a major seismic event.
FEIR page 9-18.

Miti~ation Measures 9-1. 9-21 and 9-22: Seismic hazards shall be analyzed as part of a
detailed geotechnical evaluation. Direct and indirect effects of ground shaking shall be
assessed. Design and construct structures to maintain integrity during a major seismic
event. FEIR page 9-18.

Finding: Changes or alterations have been required in, or incorporated into the project
that avoid or substantially lessen the significant effect identified in the Final EIR.

Rationale for Finding: The seismic hazards analysis will provide satisfactory information
for geotechnical standards to minimize risks due to seismic activity.

SITE DRAINAGE/INCREASED RUNOFF

IMPACT 9G: The development will result in additional runoff, which could contribute to
downstream flooding near Kottinger Park and in the Arroyo del Valle. FEIR page 9-19.

15

"

..
