<br />Mitigation Measure 6-1: Complete a detailed tree survey, require tree replacement, and <br />apply tree protection measures for trees to remain. FEIR pages 6-19, 6-20. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into the project. <br />However, the changes or alterations required in or incorporated into the project would not <br />reduce this impact to a level of insignificance. Therefore, a Statement of Overriding <br />Considerations must be adopted upon approval of the project. <br /> <br />Rationale of Finding: The provision of standards to protect retained woodland, and the <br />requirement of tree replacement, will lessen impacts on oak woodland. However, due to <br />the large scale of destruction of oak woodland (an estimated 3,300 to 4,700 trees), this <br />impact cannot be mitigated to a level of insignificance through the application of mitigation <br />measures, without altering the basic character of the project. Alternatives to the project <br />are available to reduce this impact to a level of insignificance, as discussed in Section 2 <br />of this document. <br /> <br />AOUATIC HABITAT <br /> <br />IMPACT 6B: The filling of existing drainage channels and stock ponds will have an adverse <br />effect on aquatic habitat. FEIR page 6-9,6-10. <br /> <br />Mitigation Measure 6-2: Develop and implement a channel restoration plan or the creation <br />of out-of-kind wetlands to replace channel habitat to be lost. FEIR page 6-21. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into the project that <br />would avoid or substantially lessen the significant effect identified in the FEIR. <br /> <br />Rationale of Findine:: The restoration of aquatic habitat would compensate for the loss of <br />this habitat on the site due to construction. The habitat would be replaced on an equal or <br />greater basis. <br /> <br />WATER OUALITY DEGRADATION <br /> <br />IMPACT 6C: The project would result in decline in water quality downstream of the project, due <br />to sedimentation, runoff pollutants, and golf course maintenance. FEIR page 6-17. <br /> <br />Mitigation Measure 6-3: Develop and implement an erosion control plan and site <br />management plan which will provide for the protection of downstream aquatic habitat. <br />FEIR page 6-22. <br /> <br />Findine:: Changes or alterations have been required in, or incorporated into the project <br />that avoid or substantially lessen the significant effect identified in the Final EIR. <br /> <br />Rationale for Finding: By controlling erosion and runoff pollutants, these potential effects <br />of the project can be reduced to an insignificant level. <br /> <br />8 <br /> <br />.. <br /> <br />. <br />
