<br />Section 1: Findings Concerning Significant Impacts <br /> <br />ADJACENT AGRICULTURAL USE <br /> <br />IMPACT 3.5C: Agricultural use on adjoining lands could be adversely affected by proposed <br />development. Dogs owned by project residents could harass or injure livestock. Nearby residents <br />could also trespass on the adjacent property. FEIR pages 3-15 and 3-16. <br /> <br />Miti!!ation Measures 3.5-1 and 3.5-2: Provide project residents with disclosure statements <br />addressing protection measures for livestock. Provide fencing in grazing areas. FEIR page <br />3-16. <br /> <br />Finding. Changes or alterations have been required in, or incorporated into the project that <br />avoid or substantially lessen the significant effect identified in the Final EIR. <br /> <br />Rationale for Findin~: Imposing dog-owner liability for damage to livestock will provide <br />the necessary incentives for pet owners to keep their pets from interfering with livestock. <br />Providing fencing will provide a barrier for potential trespassers. <br /> <br />PEDESTRIAN CIRCULATION IMPACT <br /> <br />IMP ACT: There are potential safety impacts near the existing Kottinger Ranch recreation center, <br />due to increased traffic from the proposed project. <br /> <br />Mitigation Measure 4.2: Install pedestrian warning signs and take other measures to <br />protect pedestrians. FEIR page 4-17. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into the project that <br />avoid or substantially lessen the significant effect identified in the Final EIR. <br /> <br />Rationale for Findin!!: Use of warning signs and other measures will improve pedestrian <br />safety by alerting motorists to the need to watch for pedestrians. <br /> <br />POTENTIAL GOLF COURSE CLUBHOUSE TRAFFIC <br /> <br />IMPACT 4F: The golf course includes a practice range and clubhouse facilities. While the <br />applicant has stated that these facilities would be sized to serve golfers only, there is the potential <br />that these facilities could generate significant additional traffic from other users. FEIR page 4-14. <br /> <br />Miti~ation Measures 4-3 and 4-4: The applicant is required to include provisions in the <br />golf course operation plan to assure that use of clubhouse and practice range facilities <br />would not result in substantial additional offsite traffic. Any future substantial changes for <br />golf course facilities and operations shall require a review of implications for project- <br />generated traffic.
