<br />The project is conditioned to finance its <br />share of the costs to widen El Charro Road, <br />improve the El Charro Road/I-580 interchange, <br />construct the stoneridge Drive bridge over the <br />Arroyo Mocho, and construct 26 acres of public <br />parks in the Specific Plan area. <br />The project site lies well outside the Airport <br />Land Use Commission's (ALUC) clear zone, <br />approach zone, and 65 CNEL noise contour <br />adopted by the Livermore Airport. The adopted <br />ALUC safety zone, which defines compatible and <br />incompatible land uses extends only to the <br />east side of El Charro Road. Because the <br />height of the proposed project structures is <br />less than 52', they would not be affected by <br />these regulations. <br />Full public street improvements including <br />streets, curb, gutter, and sidewalks, and <br />adequate storm drains, sanitary sewer, water <br />service facilities and on-site utilities will <br />be installed by the developer. <br /> <br />2. The plan is consistent with the City's General <br />Plan: <br /> <br />By constructing two on-site recreation areas <br />and contributing to the construction of the <br />linear and neighborhood public parks in the <br />Specific Plan area, the project conforms to <br />the General Plan policy requiring public <br />amenities when density exceeds the mid-point <br />of the site's General Plan land use <br />designation -- in this case 62 units. <br />Proposed project density is 5.4 dulac, which <br />conforms to the Specific Plan's Low Density <br />Residential (<2 du/ac) and Medium Density <br />Residential (2-8 du/ac) land use designation <br />for the site. <br /> <br />3. <br /> <br />The plan is compatible with previously <br />properties in the vicinity and the <br />topographic features of the site: <br /> <br />The site is surrounded by a variety of small- and <br />large-lot single-family residential land uses. <br />Buildings are well-proportioned and richly <br />articulated. The site plan avoids the wall-like <br />building effect that has been a major concern <br />expressed by surrounding property owners. <br />Landscaping is attractive, frames public and <br />private views, and ties the project in with <br />surrounding development. <br /> <br />developed <br />natural, <br />
