That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental to the pUblic <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />Churches are a common use within or near <br />residential areas in Pleasanton. The City's past <br />experience shows that churches make "good <br />neighbors." Given the proposed activities and <br />hours of operation for the church, it will not <br />impact surrounding uses. Churches generally do not <br />subject surrounding uses to heavy truck traffic, <br />hazardous odors, or other objectionable influences. <br />If the recommended conditions of approval are <br />complied with, the proposed church will not <br />detrimentally impact surrounding uses. In <br />addition, the proposed use will have adequate off- <br />street parking to meet project demand. <br /> <br />C. That the proposed conditional use will comply with <br />each of the applicable provisions of the zoning <br />ordinance. <br /> <br />The site's PUD - Industrial zoning conditionally <br />permits the establishment of churches. The <br />applicants have also applied for a PUD modification <br />to the regulations governing Valley Business Park <br />to accommodate their proposed hours of operation. <br />Therefore, the proposed use complies with all <br />relevant sections of the zoning ordinance. <br />Granting a conditional use permit to the applicant <br />would be consistent with the City's ability to <br />regulate zoning as listed in the Municipal Code <br />Chapter 18.124. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act <br />(CEQA); and <br /> <br />WHEREAS, the Planning Commission determined that the proposed <br />conditional use, as conditioned, will be compatible with <br />the surrounding neighborhood and will not detrimentally <br />affect the surrounding uses or properties. <br />
