in crime sufficient to change the quality of life and perceived desirability of property in a neighborhood; and The impacts of sexually oriented businesses are exacerbated when they are located near each other. When sexually oriented businesses have multiple uses (i.e. theater, bookstore, nude dancing, peep booths), one building can have the impact of several separate businesses. WHEREAS, in consideration of the findings of the report of the State of Minnesota Attorney General's Working Group on the regulation of sexually oriented businesses dated June 6, 1986, it is appropriate to prohibit the concentration of multiple Adult Entertainment Establishments within one building in order to mitigate the compounded adverse secondary affects associated with such concentrations as described above; and WHEREAS, the provisions of this Ordinance have neither the purpose nor effect of imposing a limitation or restriction on the content of any communicative materials, including sexually-oriented materials, that are protected by the First Amendment of the United States Constitution; and WHEREAS, this Ordinance provides a sufficient and reasonable number of appropriate locations in the zones of the City of Pleasanton for Adult Entertainment Establishments; and THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS FOLLOWS: section 1: The Pleasanton Municipal Code is hereby amended by adding a new Chapter 18.114, to read as follows: "ChaDter 18.114 Adult Entertainment Establishments 18.114.010 Purpose and Intent. It is the purpose of this chapter to provide for the reasonable and uniform regulations of Adult Entertainment Establishments, as defined herein. It is the intent of this chapter that the regulations be utilized to prevent the serious objectionable operational characteristics of Adult Entertainment Establishments, particularly when several of 3
