<br />in crime sufficient to change the <br />quality of life and perceived <br />desirability of property in a <br />neighborhood; and <br /> <br />The impacts of sexually oriented <br />businesses are exacerbated when they <br />are located near each other. When <br />sexually oriented businesses have <br />multiple uses (i.e. theater, <br />bookstore, nude dancing, peep <br />booths), one building can have the <br />impact of several separate <br />businesses. <br /> <br />WHEREAS, in consideration of the findings of the report of the <br />State of Minnesota Attorney General's Working Group on <br />the regulation of sexually oriented businesses dated <br />June 6, 1986, it is appropriate to prohibit the <br />concentration of multiple Adult Entertainment <br />Establishments within one building in order to mitigate <br />the compounded adverse secondary affects associated with <br />such concentrations as described above; and <br /> <br />WHEREAS, the provisions of this Ordinance have neither the purpose <br />nor effect of imposing a limitation or restriction on the <br />content of any communicative materials, including <br />sexually-oriented materials, that are protected by the <br />First Amendment of the United States Constitution; and <br /> <br />WHEREAS, this Ordinance provides a sufficient and reasonable <br />number of appropriate locations in the zones of the City <br />of Pleasanton for Adult Entertainment Establishments; and <br /> <br />THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS <br />FOLLOWS: <br /> <br />section 1: The Pleasanton Municipal Code is hereby amended by <br />adding a new Chapter 18.114, to read as follows: <br /> <br />"ChaDter 18.114 <br /> <br />Adult Entertainment Establishments <br /> <br />18.114.010 <br /> <br />Purpose and Intent. <br /> <br />It is the purpose of this chapter to provide for the <br />reasonable and uniform regulations of Adult Entertainment <br />Establishments, as defined herein. It is the intent of this <br />chapter that the regulations be utilized to prevent the <br />serious objectionable operational characteristics of Adult <br />Entertainment Establishments, particularly when several of <br /> <br />3 <br />
