On-site development shall be guided <br />by the Design Guidelines and Declaration of Covenants, <br />Conditions and Restrictions (ICC&R's") on file with the <br />city Planning Division. Except as site regulations are <br />specifically adopted herein, in reviewing site specific <br />development plans, the City may impose the City's <br />policies and codes in effect for the most similar <br />zoning district if the policies and codes are more <br />restrictive than the regulations included in the Design <br />Guidelines.
