Resolution No. PC-93-l6
Page 2

Plan encourages retail stores Downtown, and the
Downtown Revitalization Plan encourages retail on
the ground floor.

As proposed, the Hope Hospice store will not alter
in any way the approved exterior of the building so
as to detract from its development standards. In
addition, the secondhand store will not interfere
with surrounding uses' ability to operate. The
proposed store would be located on the ground floor
and would add to the economic vitality and
diversity of the Downtown, possibly contributing
patronage to other businesses. The anticipated
client demand will not generate any unusual demands
on existing parking for the building or the
Downtown. As conditioned, the proposed use will be
compatible with adjacent retail and office uses
located within the building. The applicants can
also be required to mitigate future nuisances as a
result of the proposed use.

B. That the proposed location of the conditional use
and the conditions under which it would be operated
or maintained will not be detrimental to the public
health, safety, or welfare, or materially injurious
to the properties or improvements in the vicinity.

If operated as described by the applicants, the
proposed secondhand store would complement rather
than detract from the surrounding businesses.
Also, staff believes that the proposed use will
have adequate on- and off-street parking to meet
project demand. The secondhand store would only
allow deliveries in the rear door during business
hours, which would reduce possible adverse impacts
on the adjacent tenants. A condition would also
require that the exterior of the store remain free
of drop-off items at all times. The store would
not subject surrounding uses to heavy truck
traffic, hazardous conditions, or other
objectionable influences.

C. That the proposed conditional use will comply with
each of the applicable provisions of the zoning
ordinance.

The site's PUD-C-C zoning conditionally permits the
establishment of secondhand stores. In addition,
the proposed use complies with all relevant
sections of the zoning ordinance. Granting a
conditional use permit to the applicants would be

.. .
