<br />Resolution No. PC-93-l6 <br />Page 2 <br /> <br />Plan encourages retail stores Downtown, and the <br />Downtown Revitalization Plan encourages retail on <br />the ground floor. <br /> <br />As proposed, the Hope Hospice store will not alter <br />in any way the approved exterior of the building so <br />as to detract from its development standards. In <br />addition, the secondhand store will not interfere <br />with surrounding uses' ability to operate. The <br />proposed store would be located on the ground floor <br />and would add to the economic vitality and <br />diversity of the Downtown, possibly contributing <br />patronage to other businesses. The anticipated <br />client demand will not generate any unusual demands <br />on existing parking for the building or the <br />Downtown. As conditioned, the proposed use will be <br />compatible with adjacent retail and office uses <br />located within the building. The applicants can <br />also be required to mitigate future nuisances as a <br />result of the proposed use. <br /> <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />If operated as described by the applicants, the <br />proposed secondhand store would complement rather <br />than detract from the surrounding businesses. <br />Also, staff believes that the proposed use will <br />have adequate on- and off-street parking to meet <br />project demand. The secondhand store would only <br />allow deliveries in the rear door during business <br />hours, which would reduce possible adverse impacts <br />on the adjacent tenants. A condition would also <br />require that the exterior of the store remain free <br />of drop-off items at all times. The store would <br />not subject surrounding uses to heavy truck <br />traffic, hazardous conditions, or other <br />objectionable influences. <br /> <br />C. That the proposed conditional use will comply with <br />each of the applicable provisions of the zoning <br />ordinance. <br /> <br />The site's PUD-C-C zoning conditionally permits the <br />establishment of secondhand stores. In addition, <br />the proposed use complies with all relevant <br />sections of the zoning ordinance. Granting a <br />conditional use permit to the applicants would be <br /> <br />.. .
