2.5 Public Facilities and Services

Police Protection

Impact: Police protection in open space area

The City finds that the project in general will increase police
protection demand and specifically could result in police
protection problems in the open space corridor along Happy Valley
Creek. This is a potential significant impact (Draft EIR, page
7-1).

proposed Mitigation Measures of the EIR

The EIR identified the following mitigation measures which would
substantially avoid this police protection impact.

7-1 Add police protection services (Draft EIR, page 7-1). This
would occur under the city's normal budgetary/personnel
process, thus, no mitigation required.

7-2 Establish Homeowners Association/Police Department liaison
(Draft EIR, page 7-2). Through a "Neighborhood Watch"
program, this requirement will be adequately fulfilled. Said
mitigation measures were considered and adopted with any
pertinent changes in Condition 7-1, Exhibit "B" of the
Planning Commission staff report dated May 27, 1992.

Finding: Mitigation Measure 7-2 Feasible and Required

The City finds that it is feasible to mitigate this impact to a
less-than-significant level by requ1r1ng the applicant and
successors in interest to incorporate the specific provisions of
Mitigation 7-2, as discussed above, into the project design. The
applicant and successors in interest shall incorporate such police
protection impact reduction provisions into project design as a
"Condition of Approval" to the project.

Fire Protection

Impact: Potential wildfire danger to project residences

The City finds that project residences could experience wildfire
hazard from existing off-site open space along the 1-680 project
frontage and from the open space corridor along Happy Valley Creek.
This is a significant impact (Draft EIR, pages 7-2 and 7-3).

proposed Mitigation Measures of the EIR

The EIR identified the following mitigation measure which would
substantially avoid this fire protection impact.

13

"

.
