<br />Existing Neighborhood - North and South Carriage Gardens and Rose pointe <br />Areas <br /> <br />Impact: Views and privacy impact <br /> <br />The City finds that the project, as currently proposed, would <br />locate the homes where they could affect existing views and privacy <br />for homes in the existing neighborhood. This is a potential <br />significant impact (Draft EIR, page 5-9). <br /> <br />proposed Mitigation Measure of the EIR <br /> <br />The EIR identified the following mitigation measure which would <br />substantially avoid this impact. <br /> <br />5-1 c. Reduce visual impact on existing neighborhood (Draft EIR, <br />page 5-12). Said mitigation measures were considered and <br />adopted with pertinent changes in Condition 5-1 (A - C), <br />5-1 (F), Exhibit "B" of the planning commission staff <br />report dated May 27, 1992. <br /> <br />5-6 Provide barrier along east property line (Draft EIR, page <br />5-15) . said mitigation measures were considered and <br />adopted with any pertinent changes in Condition 5-1 (A - <br />C), 5-1(F), Exhibit "B" of the Planning Commission staff <br />report dated May 27, 1992. <br /> <br />Finding: Mitigation Measures 5-1 c. and 5-6 Feasible and Required <br /> <br />The City finds that it is feasible to mitigate this impact to a <br />less-than-significant level by requiring the applicant and <br />successors in interest to incorporate the specific provisions of <br />Mitigations 5-1 c. and 5-6, as listed above, into the project <br />design. The applicant and successors in interest shall incorporate <br />such visual impact reduction provisions into project design as a <br />"Condition of Approval" to the project. <br /> <br />Light and Glare Impacts - Rose Pointe and North Carriage Gardens Areas <br /> <br />Impact: Light and glare from vehicle headlights and night lighting <br /> <br />The City finds that the project, as currently proposed, would <br />result in the potential that vehicle headlights and high intensity <br />night lighting could result in light and glare impacts for nearby <br />existing homes (Draft EIR, page 5-10). <br /> <br />Proposed Mitigation Measures of the EIR <br /> <br />The EIR identified the following mitigation measures which would <br />substantially avoid this potential impact. <br /> <br />10 <br />
