This is a
significant impact (Draft EIR, page 4-12).

proposed Mitigation Measure of the EIR

The EIR identified the following mitigation measure which would
SUbstantially avoid this impact.

4-6 Widen Happy Valley Road from Carriage Drive to pleasanton
Sunol Road (Draft EIR, page 4-19). Said mitigation measure
was considered. It was determined that with the reduction in
traffic and the installation of traffic light at Arlington
Drive, Happy Valley Road would need to be widened but there
would be no impact on Happy Valley Road at the railroad
trestle. A mitigation measure was adopted with pertinent
changes as condition 4-6, Exhibit "B" of the planning
commission staff report dated March 25, 1992.

Finding: Mitigation Measure 4-6 Feasible and Required

The city finds that it is feasible to mitigate this impact to a
less-than-significant level and said mitigation measure shall
become a "condition of Approval" to the project. The city shall
require these improvements at the time of project development.

5

11

I
