n Cooperation in a Tri-Valley traffic monitoring and
improvement program.

.. Because improvements to the freeway or hi,hway
network are usually dependent on state and Federal
financing, additional measures are not available to
the city of Pleasanton to reduce this impact to a
less-than-significant level.

Finding: cumulative Traffic and circulation Impact Infeasible
to Fully Mitigate

The city finds that no feasible mitigation measures are
available to reduce this impact to a less-than-significant
level. statements of Overriding Consideration would be
required prior to approval of projects that would result in
cumulative development in Pleasanton.

Impact: Excessive traffiQ noise along roadways

The city finds that buildout of the Pleasanton GP will result
in cumulative traffic levels along 1-580, 1-680, Hopyard Road,
Santa Rita Road, First street, stanley Boulevard, Sunol
Boulevard and Valley Avenue that would result in significant
noise impact along these roadways. This is a significant
cumulative impact (Draft EIR, page 12-3).

prC!posed Mitigation Measures of the EIR:
Mitigation in Pleasanton General Plan

The Pleasanton GP provides for an on-going program of noise
mitigation including noise barrier construction along major
segments of roadway. In addition to noise barriers, the
General Plan provides for several addition noise mitigations,
as identified on page 12-3 of the Draft EIR.

Implement Noise

Finding:
Required

cumulative Traffic Noise Mitigation Feasi~le and

The city found that the Pleasanton General Plan noise program
was feasible when it adopted the General Plan.

26

II

.
