2.7 Noise

Existing and Future Traffic Noise

Impact: on-site exposure to excessive traffic noise

The city finds that without mitigation, homes within the project
would be exposed to exterior noise levels above 60 dB and interior
noise levels above 45 dB, which exceeds the city's General Plan
standard for the uppermost allowable noise level in outdoor use
areas in new residential development, which is an Ldn of 60 dB and
within the interior of residences, which is an Ldn of 45 dB. This
is a significant impact (Draft EIR, pages 9-3 and 9-4).

proposed Mitigation Measures of the EIR

The EIR identified the following mitigation measures which would
substantially avoid this existing and future traffic noise impact.

9-1 Require noise barriers to minimize existing and future traffic
noise (Mitigation Measures 9-1a. and b., Draft EIR, pages 9-4
and 9-5). Said mitigation measure was considered and adopted
with any pertinent changes in Condition 9-1 (A - B), Exhibit
"B" of the planning commission staff report dated May 27,
1992.

9-2 Require acoustical treatment of second floor homes (Draft EIR,
page 9-5). Said mitigation measure was considered and adopted
with any pertinent changes in condition 9-2, Exhibit "B" of
the planning commission staff report dated May 27, 1992.

Finding: Mitigation Measures 9-1 and 9-2 Feasible and Required

The city finds that it is feasible to mitigate this impact to a
less-than-significant level by requiring the applicant and
successors in interest to incorporate the specific provisions of
Mitigation 9-1 and 9-2 into the project design. The applicant and
successors in interest shall incorporate such existing and future
traffic noise impact reduction provisions into project design as a
"Condition of Approval" to the project.

construction Noise

Impact: construction noise annoyance

The City finds that without mitigation construction noise levels
would be high enough to interfere with outdoor and indoor
conversation at off-site homes near the eastern property line.
This is a significant short-term impact (Draft EIR, page 9-6).

22

II

I
