~ SITE ALTERATIONS. REVISIONS 1. During review of the Final Map(s), any changes in the approved Land Use and Development Plan shall be authorized through zoning approval and may require modification of the Tentative Map only to the extent listed below: a. Grades may be changed a maximum of 10 feet. Grade changes between 10 and 20 feet may be granted by the Planning Director and Director of Public Works, as long as the grade changes produce a beneficial result in terms of lot drainage, visual impact, reduction of grading, etc., as determined by the Planning Director and Director of Public Works; b. Lot lines may be adjusted provided that overall number of lots remain the same or are reduced and lot sizes and configurations comply with these provisions; c. Street alignment and design may be modified, provided that any revised street design is approved in subsequent Final Map actions. Detailed street grade or alignment may be modified as necessary to serve revised grading which may be authorized pursuant to above, or as necessary to adjust to field conditions as determined by the Director of Public Works. 2. To provide for circulation and emergency vehicles access, the Final Map(s) shall show the following, subject to the review and approval of the Planning Director, Director of Public Works and the City'S Fire Marshall: a. Street C-1 shall connect to Street A at two points. b. Street I shall connect with G or F-1 streets via an Emergency Vehicle Access (EVA). This EVA shall utilize at a minimum, unless otherwise approved, an eight-foot wide hard surface golf cart path with a one-foot wide area of turf block or other suitable material on either side. 3. The project street on the Vallecitos Road entrance shall be designed similarly to the Vineyard Avenue entrance, including a guard kiosk and turn-around and wide enough to accommodate two in-bound lanes (one guest, one resident). The guard kiosk should be placed at least 100 feet from the curb return to allow for adequate stacking and maneuvering, subject to the review and approval of the Director of Public Works and the Planning Director. .!L... GRADING 1. The following shall be submitted to the Director of Public Works, prior to acceptance of final improvements by the City Council. a. A record grading plan, prepared by a registered civil engineer, including original ground surface elevations; as-graded surface elevations, lot drainage, and location of surface and subsurface drainage facilities.
