· General Plan - Complete a comprehensive update to the City's General Plan and coordinate <br /> the remaining development in the City as it approaches General Plan buildout. <br />· City Finances - Plan for and react to future State fiscal issues; maintaining the City's fiscal <br /> sustainability. <br />· Affordable Housing - Address affordable housing issues; where and how to plan for it. <br />· Traffic - Implement improved traffic circulation measures. <br />· Callippe Golf Course and Happy Valley Open Space - Complete the Callippe Golf Course <br /> including a solution to the bypass road. <br />· Economic Development - Pursue economic vitality including the recruitment and retention of <br /> quality businesses. <br />· Youth Programs - Strengthen youth programs, services and activities. <br />· Public Safety - Provide a safe environment for the people and property in Pleasanton. <br />· Quality of Life - Provide programs and services that enhance the quality of life for <br /> Pleasanton residents. <br />· Environmental Awareness - Pursue environmental awareness, health, land use and <br /> preservation issues. <br />· City Services - Provide effective and efficient municipal services. <br />· Public Information - Develop a comprehensive public information program. <br /> <br />Unlike previous City Council work plans, this plan does not rank projects in various degrees of <br />priority (e.g., highest priority, high priority, ete). Rather, all projects in the work plan are <br />included equally as part of the City's work effort. Projects are included in the work plan by an <br />affirmative majority vote of the majority of the Council. <br /> <br />A number of the projects reviewed by the Council at the workshop received less than a majority <br />vote and are not currently included in the work plan. These projects are included as <br />ATTACHMENT B. Due to the existing councilmember vacancy, the Council intends to conduct <br />an additional priorities workshop after the new councilmember has been elected to review the <br />projects in Attachment B and to provide the new councilmember an opportunity to rank and <br />comment on any priority. Staff estimates this workshop will be conducted in July/August. After <br />the workshop the work plan will be readopted. <br /> <br />When reviewing the prioritized projects, it should be noted that most can all be described <br />generally as "special projects", meaning that they have a definite start and completion date and <br />are not part of the City's regular ongoing service efforts. As an example, while the City devotes <br />a substantial amount of its resources to providing planning services, carrying out the update to <br />the General Plan is a unique project conducted in addition to "normal" planning service <br />activities. As a result, the update to the General Plan is included in the work plan while <br />providing ongoing planning services is not. Nevertheless, the City Manager regularly takes <br />steps necessary to assure that ongoing services are consistent with service standards expected <br />from the community. <br /> <br />SR 05:107 <br />Page 2 <br /> <br /> <br />
