The applicant shall submit two copies of the site soils report to the Director of Building <br />Inspection for third party peer review and shall pay for such review at the time specified <br />by the Director, but in all cases before the issuance of a grading permit. <br /> <br />39. Prior to the issuance of a building permit, the applicant shall pay the applicable Zone 7 <br />and City water connection fees and water meter cost, including irrigation meters. <br />Additionally, the applicant shall pay any applicable Dublin-San Ramon Services District <br />(DSRSD) sewer connection fee. <br /> <br />40. The applicant shall submit 3 full-size sets of construction plans (wet-stamped and <br />signed), 2 sets of the necessary structural and Title 24 calculations, 2 copies of a site <br />specific soils report, and the completed Building Permit Questionnaire to the Building <br />Department, along with the necessary fees, to initiate the City's plan check process. The <br />plan check will be accepted only after the completion of the Design Review procedure's <br />IS-day appeal period, unless the applicant submits a signed statement acknowledging that <br />the plan check fees may be forfeited in the event that the approval is overturned or the <br />design is significantly changed as the result of an appeal. In no case will a building <br />permit be issued prior to the expiration of the IS-day appeal period. <br /> <br />41. The applicant or applicant's contractor(s) shall apply for and receive an encroachment <br />permit prior to the start of construction, including moving any construction equipment <br />onto the site. An erosion control and hazard abatement cash bond, in the amount of <br />$2,000.00, shall be posted with receipt of the encroachment permit and shall be <br />maintained throughout the construction period. <br /> <br />42. No construction materials shall be stored within the public right-of-way. <br /> <br />43. A sanitary sewer sampling manhole shall be provided on each of the sanitary sewer <br />lateral from each building, unless otherwise waived by the Director of Building <br />Inspection. <br /> <br />44. The paving sections for the on-site parking and drive areas shall be designed on the basis <br />of an R-Value test and a traffic index to carry the anticipated traffic loads. This design <br />shall be subject to the approval of the Director of Building Inspection. The minimum <br />paving section shall be 2" AC. on 6" of AB. The minimum AC. pavement slope shall <br />be I %. For pavement slopes of less than I %, the surface runoff shall be carried in a <br />concrete gutter to an acceptable point of discharge. The minimum slope for concrete <br />gutter shall be 0.5%. <br /> <br />45. If the rim elevation of the upstream public sanitary sewer is at an elevation higher than <br />that of the lowest portion of the building pads, back-flow prevention devices (check <br />valve) shall be installed on the lateral between the homes and public sanitary sewer <br />line(s). <br /> <br />11 <br />
