<br />Resolution No. PC-95-95 <br />Page 5 <br /> <br />measures will be incorporated into the project through <br />conditions of approval. The property is not located within an <br />Alquist Priolo Special Studies Zone. <br /> <br />5. The streets and buildings have been designed and located to <br />complement the natural terrain and landscape. <br /> <br />The project site is an "infill" parcel which would not involve <br />the extension of any new public streets. Only minor changes <br />in the site's relatively flat topography will be necessary to <br />develop the site. Portions of the one building nearest the <br />street incorporate varied setbacks to the street in a manner <br />consistent with the variety present in the mixed use <br />neighborhood. <br /> <br />6. Adequate public safety measures have been incorporated into <br />the design of the plan. <br /> <br />The public improvements associated with this project would be <br />consistent with City design standards. All on-site driveways <br />meet City standards for emergency vehicle access and turn- <br />around. The private ground-floor patio areas of the units are <br />not easily accessible to the public, although the lack of <br />fencing between some of the units allows for easy surveillance <br />by police, the resident manager, or even other seniors <br />performing neighborhood watch service. All buildings would be <br />equipped with automatic fire suppression systems (sprinklers), <br />as will all the building walkways. Elevators are sized to <br />accommodate wheelchairs and emergency equipment. <br /> <br />7. The plan conforms to the purposes of the PUD District. <br /> <br />One of the purposes of the PUD district is to provide a <br />mechanism whereby the City can designate parcels and areas <br />requiring special consideration in order to exercise greater <br />control over the manner in which such development occurs. <br />Although staff feels that the site would be designated <br />appropriately under the PUD-HDR zoning district, staff also <br />values the existing qualities of the "little" Stanley <br />Boulevard neighborhood and wants to ensure that any <br />development is designed appropriately so as to integrate <br />within it. Considering the relatively high density of this <br />proj ect, it does integrate fairly well into the mixed use <br />nature of the area. Another purpose of the PUD district is to <br />encourage imagination in development and housing variety. The <br />proposed senior housing development addresses a community need <br />through the provision of affordable rental housing for seniors <br />in a manner which creates a livable, secure environment. The <br />PUD process gives the City the means to accomplish trade-offs <br />so that community need can be met. <br /> <br />II <br /> <br />. <br />
