In addition, the beauty salon/massage therapy use will not interfere with surrounding uses' ability to operate. The anticipated number of clients will not generate any unusual demands on existing parking for the building or the surrounding properties. As conditioned, the proposed use will be compatible with adjacent office uses located within the building. Even with the other existing massage business in this building, the limited floor area for the beauty salon/massage uses in this building would not change the primary office function and character of this building. The applicant can also be required to mitigate future nuisances as a result of the proposed use. B. The proposed location of the conditional use and the conditions under which it would be operated or maintained will not be detrimental to the public health, safety, or welfare, or materially injurious to the properties or improvements in the vicinity. The subject business has been operating at the subject site for approximately two years without any complaints received by the City. Given the proposed hours of operation, the projected number of clients, and the size of the business, the beauty salon with massage therapy service will continue to not have any impacts on the surrounding uses. Also, the proposed use will have adequate on and off-street parking to meet project demand. Professional beauty salons and massage studios tend to be quiet and will not subject surrounding uses to heavy truck traffic, hazardous conditions, or other objectionable influences. C.
