<br />Resolution No. PC-9S-84 <br />Page 9 <br /> <br />b. Details shall be provided for the individual balcony <br />railings, patio fencing, and railings along the second-story <br />walkways. Balcony railings shall be designed in a manner to <br />let in as much light and air as possible. Walkway railings <br />should be designed in a similar manner, but also should be <br />designed to be easily grasped for support and balance. All <br />railings throughout the project shall be painted in a color <br />complementary to the rest of the building. <br /> <br />c. Details for the "waiting" shelters shall be provided <br />either with the building construction drawings or the final <br />landscape plans. <br /> <br />14. Prior to the issuance of building permits, the developer shall <br />work with staff and the acoustical consultant to reduce, if <br />possible, the height of the sound wall along the railroad <br />tracks. The design of the wall shall be submitted for review <br />and approval of the Planning Director prior to the issuance of <br />building permits and shall include decorative block <br />treatments, capstones, and pilasters in a finish different <br />from the main body of the wall. <br /> <br />15. Prior to the issuance of building permits, the developer shall <br />work with staff and the acoustical consultant to further <br />refine the mitigations necessary to reduce interior noise <br />levels. All windows shall be designed and installed in a <br />manner complementary to the architecture. Where possible, <br />windows shall be designed to open and close. Noise <br />mitigations for individual units shall ensure that maximum <br />instantaneous noise levels do not exceed 60 dBA in the living <br />areas and 50 dBA in the bedrooms. <br /> <br />Landscapinq and Tree Preservation <br /> <br />16. A final landscape plan and irrigation plan shall be submitted <br />to and approved by Planning Director as part of the building <br />permit plan set prior to issuance of an on-site permit. said <br />landscape plan shall be consistent with the approved landscape <br />plan plus any conditions of approval, and shall be detailed in <br />terms of species, location. size, quantities, and spacinq. <br />said landscape plan shall include the following: <br /> <br />a. Additional trees of a fast-growing evergreen specie and <br />a minimum 24-inch box size shall be planted between the units <br />in the most westerly building and the Del Valle Manor units. <br />b. Shrubs of a fast-growing species shall be planted densely <br />along the western fenceline between the parking area and the <br />Del Valle Manor units. Trees in this landscaped area also <br />shall be of a fast-growing, canopy-type evergreen tree to aid <br />in visual screening of lights and cars. <br />
