Of the $99,945 that remains to be allocated, $13,238 is available for "public services" and <br />$86,707 is available for "capital" and "rehabilitation" projects. <br /> <br />Application Process <br /> <br />Planning for the FY 2005 CDBG program and for the next three-year funding cycle began in <br />December 2004, when staff sent requests for proposals to local non-profit agencies and City <br />departments. Public hearing notices were published and articles were nm in local newspapers at <br />that time. <br /> <br />In collaboration with the City of Livermore, staff held two separate workshops in mid-January <br />relative to the annual allocation process for CDBG funds (one in Pleasanton and one in <br />Livermore). Both had the same format and agenda, and agencies had the option to attend either <br />of the two workshops. The workshops provided information on several funding programs for <br />local nonprofit agencies, with particular emphasis on the CDBG program (including the <br />distribution of applications). The events were well attended, with approximately 60 agencies <br />and/or individuals represented over the two days. <br /> <br />The deadline for receipt ofPleasanton CDBG applications was Friday, February 14. A total of <br />seven (7) new applications for FY 2005 CDBG funding were received from seven (7) separate <br />agencies by the deadline. The individual applications are listed in Table C and are summarized <br />in Attachment 1. <br /> <br />Review Process <br /> <br />As part of the review process established in 2000, the Human Services Commission (HSC) and <br />Housing Commission (HC) mutually determined that new CDBG applications would be <br />reviewed separately by each commission according to the type of application. Specifically, the <br />HSC would review non-housing and/or service-related applications, while the HC would review <br />applications that are specifically related to housing or housing projects. <br /> <br /> As shown in Table C, five (5) of the seven applications received were reviewed by the HSC on <br /> Wednesday, March 2, while the remaining two (2) were reviewed by the HC on March 17. At <br /> the two commission meetings, each applicant agency was given approximately five minutes to <br /> present its application and answer questions. <br /> <br /> As the citizen advisory bodies for the City's CDBG and HOME programs, the two commissions <br /> are forwarding their respective funding recommendations to the City Council for final approval. <br /> The final action taken by the Council will be sent to HUD in the form of a statement of the <br /> City's CDBG and HOME activities for FY 2005 as part of the HUD five-year "Consolidated <br /> Plan" and annual "Action Plan" for Pleasanton. <br /> <br />SR:05:103 Page 3 <br /> <br /> <br />
