pL£ AS&NTONo city <br />Staff Report <br />April 19, 2005 <br />Housing Division <br />SUBJECT: APPROVAL OF ALLOCATION OF FEDERAL COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR FISCAL <br />YEAR 2005 (2005-06) AND APPROVAL OF FIVE-YEAR <br />CONSOLIDATED PLAN (2005-09) AND ANNUAL ACTION PLAN <br />(2005-06) <br />HUMAN SERVICES COMMISSION RECOMMENDATION: <br />Approve $ ! 3,238 in remaining FY 2005 CDBG funds available for "public <br />services" to two agencies ($5,000 to Easter Seals Bay Area; $8,238 to <br />Spectrum Community Services) and $51,183 in "capital" funds to three <br />agencies ($21,838 to Axis Community Health; $10,000 to CAPE, Inc. <br />$19,345 to Tri-Valley Haven), as shown in the attached Table A. <br />HOUSING COMMISSION RECOMMENDATION: <br />Approve $35,524 in remaining FY 2005 CDBG funds available for <br />"capital" projects to GRID Alternatives for the Solar Affordable Housing <br />Program, and allocate $50,000 in federal HOME funds to Allied Housing, <br />Inc., for the Carmen Avenue project in Livermore, as shown in Table A. <br />STAFF RECOMMENDATION: Adopt the attached draf~ resolution to: <br />1) Approve an amendment to the funding allocation approved by the City <br />Council in April 2003 for FY 2005 (2005/06) by adding the following: <br /> <br /> AGENCY PROJECT DESCRIPTION FUNDING SOURCE <br /> Easter Seals Say Area Td-Valley Community Inclusion Program $5,000 CDBG <br /> Spectrum Community Services Senior congregate/home delivered meal service $8,238 CDBG <br /> Axis Community Health Replace wheelchair ramps at Railroad St, clinic $21,838 CDBG <br /> CAPE, Inc, Hill 'n' Dale Preschcol rehab improvements $10,000 CDBG <br /> Tri-Valley Haven Commercial appliances for shelter facility $19,345 CDBG <br /> GRID Alternatives Solar Aff, Housing rehab, program $35,524 CDBG <br /> Allied Housing, Inc.
