<br />Resolution No. PC-9S-81 <br />Page 2 <br /> <br />subject to further review by the Planning Director <br />and/or Planning Commission should issues related to <br />parking and/or circulation arise at a later date as <br />part of this use permit application. Professional <br />massage facilities tend to be quiet and do not <br />subject surrounding uses to heavy truck traffic, <br />hazardous odors, or other objectionable influences. <br />Additionally, massage practitioners must register <br />their business with the Pleasanton Police <br />Department. This additional review process helps <br />to identify any potentially significant issues <br />related to the health, safety, or welfare of the <br />general public. The conditions of project approval <br />will ensure that the establishment of this business <br />remain within the standards of all applicable City <br />codes. <br /> <br />C. The proposed conditional use will comply with each <br />of the applicable provisions of this chapter. <br /> <br />The site's 0 zoning conditionally permits the <br />establishment of massage facilities. The proposed <br />use complies with all relevant sections of the <br />zoning ordinance. Granting a conditional use <br />permit to Elizabeth Edens to operate a therapeutic <br />massage office is consistent with the City's <br />ability to regulate zoning as listed in Municipal <br />Code Section 18.124 "Conditional Uses." <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act <br />(CEQA); and <br /> <br />WHEREAS, the Planning Commission determined that the proposed <br />conditional use, as conditioned, is appropriate for the <br />site. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section 1. Approves Case UP-9S-62, the application of Elizabeth <br />Edens (d.b.a. Virtual Relaxation) for a conditional use <br />permit for a massage facility located at 2340 Santa Rita <br />Road, Suite 1, subject to the conditions shown on Exhibit <br />"B" attached hereto and made part of this case by <br />reference. <br /> <br />Section 2. This resolution shall become effective 15 days after <br />its passage and adoption unless appealed prior to that <br />time. <br />
