THE CITY OF 6D <br /> <br /> ° city council <br /> Staff Report <br /> <br /> April 19, 2005 <br /> Deputy City Manager <br /> <br />SUBJECT: APPROVAL OF THE CITY PURCHASING PROCEDURES <br /> MANUAL AND INTRODUCTION OF AN ORDINANCE <br /> AMENDING SECTION 3.32.010 OF THE PLEASANTON <br /> MUNICIPAL CODE REGARDING ALTERNATIVE BIDDING <br /> PROCEDURES UNDER THE UNIFORM PUBLIC CONSTRUCTION <br /> COST ACCOUNTING CODE AND <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Approve the attached Draft Purchasing Procedural Manual <br /> (ATTACHMENT 1) with amendments to reflect the increase in the limit <br /> for informal bidding procedures and introduce an ordinance amending <br /> Section 3.32.010 of the Pleasanton Municipal Code as noted above and the <br /> (ATTACHMENT 2). <br /> <br />SUMMARY: In 2001, the California Legislature increased the threshold for formal <br /> bidding procedures for public works contracts from $75,000 to $100,000 <br /> under the Public Construction and Cost Accounting Act. This increase is <br /> beneficial to cities because it allows for use of an informal and streamlined <br /> bidding process for projects less that $100,000. The increase is a <br /> reflection of increases in the construction trade that have impacted the <br /> previous limit of $75,000. Staff is recommending the Council adopt this <br /> new limit for using informal bidding procedures. <br /> <br /> In addition to the recommended ordinance, staff is recommending the <br /> Council approve the Purchasing Procedures Manual (Manual), which will <br /> act as a guide for assisting City employees with purchasing procedures. If <br /> the Council adopts the recommended ordinance, staff will amend the <br /> Manual to be consistent with the new $100,000 limit for public works <br /> projects. <br /> <br />SR 05:071 <br />Page 1 <br /> <br /> <br />
