Emergency vehicle access from the northwest portion to the southeast portion of the site will ensure proper emergency services. In addition, the applicant has ensured through easements and street design that access to adjacent properties is possible should future development occur there. Because many homes are located above 490 feet in elevation, water services must be supplied through a newly-constructed water tank which will be placed at a 770 feet elevation. Sewer services will, for the most part, be through natural gravity flow. 3. The design of the subdivision and proposed improvements will not cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat. Excess storm water run-off will be directed into v- ditches and storm drains installed as part of the public infrastructure improvements required with project approval. Where possible, natural drainage systems also will transfer storm water run-off into the existing watershed system of Laurel and Gold Creeks. In addition, some storm water caught by storm drains will be discharged into Laurel Creek. An Environmental Impact Report was prepared for this project. The EIR identified potential significant impacts on vegetation and wildlife, and recommended mitigation measures to off-set these impacts. In accordance with the mitigation measures, a heritage tree study was reviewed and approved by the Design Review Board prior to City council approval of the final map. Requirements for suitable tree preservation, protection and replacement were included in the PUD conditions of approval. The EIR mitigation measures were incorporated into the conditions of approval of the PUD and have been addressed by the tentative map, where required. Other mitigation measures included as part of the PUD project approvals have been addressed prior to approval of the final map for Tract 6400, or will be addressed prior to approval of the final map for Tract 6590.
