Development shall be substantially as shown on the development plans and color/material board, Exhibit A, dated May 17, 1995, on file with the Planning Department, except as modified by the following conditions. minor changes may be allowed subject to the approval of the Planning Director if found to be in substantial conformance to the approved exhibits. 2. The upper windows in the multi-use room shall be eliminated. The windows in the storage room shall be eliminated. 3. An additional door to the multi-use room shall be located in the area where the outside pay phones were initially placed. The phones shall be moved to an area closer to the parking lot. 4. The earth mounding between the building and the parking lot will be lowered to approximately forty-two inches. 5. Both the public and staff restrooms shall be built to American Disabilities Act (ADA) standards. 6. All work stations shall be wide enough to accommodate a person working as well as an aisle for a wheelchair. 7. The applicant shall effectively screen from view all ducts, meters, air conditioning equipment, and any other mechanical equipment, whether on the structure, on the ground, or on the roof, with materials architecturally compatible with the main structure. Screening details shall be shown on the plans submitted for issuance of building permits, the adequacy of which shall be determined by the Planning Director. All required screening shall be provided prior to occupancy. 8. The applicant shall submit a final lighting plan for the building and the site for the review and approval of the Planning Director prior to issuance of building permits. Lighting shall be directed away from adjacent residences. 9. The colors of the building (s) shall be submitted to and approved by the Planning Director prior to the issuance of a building permit. Colors shall be consistent with approved colors and shall be based on the Pantone color system. Approved colors shall be stated on the plans submitted for issuance of building permits.
