The Pleasanton Downtown Association fully supported staWs recommendations. <br /> <br />Joe Yoon, 3707 Mt. Diablo Boulevard, Lafayette, noted that he ran a restaurant/bar (Joe's) in <br />Lafayette and added that he previously worked at the Union Jack Pub for four years. He had <br />been briefed on the problems at Joe's regarding patrons and some troublesome staff. His first <br />action was to change the closing hours to midnight during the week, and 1:00 a.m. on weekends; <br />he noted that dissipated a lot of the problem elements. He noted that patrons of bars that closed <br />earlier would come to the Union Jack Pub and continue drinking. He added that the bartenders <br />did not monitor alcohol intake that late at night, which caused further problems. He noted that <br />he was in the process of trying to obtain the Union Jack Pub, with the intent of tuming it into a <br />jazz club as he did in Lafayette. He added that he had taken his bartenders to ABC meetings for <br />training sessions. <br /> <br />Chris Beratlis, 351-C St. Mary Street, expressed concern about the Union Jack Pub's operations. <br />He distributed photos taken from his parking lot at 347 St. Mary Street. He had spoken with <br />Mr. Straface and the Code Enforcement Officer numerous times about his fence, which had been <br />kicked down numerous times. <br /> <br />Chairperson Maas noted that staff had recommended a chain link fence. <br /> <br />Mr. Beratlis noted that if the fence were built to CalTrans specifications, it might hold up. He <br />noted that the conditions in the parking lot were unbearable due to the vandalism, urination, and <br />defecation by some of the patrons. <br /> <br />A1 Bronzini, 3761 Lorena Avenue, Castro Valley, had not realized that the current tenants were <br />being evicted and noted that he owned the antique furniture store on 725 Main Street. He had <br />experienced the same loitering problems experienced by other neighbors. He noted that the <br />Union Jack Pub had been advertised as an upscale establishment but that it had tumed into a bar. <br />He urged the Commission to revoke the conditional use permit. <br /> <br />Raymond Cattelan, 47 Diablo Creek Place, Danville, noted that he had owned the antique <br />furniture store next to the Union Jack Pub for 11 years and had to deal with all the negative <br />aspects for the Union Jack Pub for that time, including broken windows. He noted that some of <br />the patrons had behaved in such a way that it drove his own customers away. He was pleased <br />that some action was being taken. <br /> <br />Nancee Consos, 7935 Riviera Court, noted that she owned the business at 711 Main Street and <br />noted that the conditions due to the Union Jack Pub customers' behavior had been unbearable. <br />She added that her windows had been broken twice. <br /> <br /> THE PUBLIC HEARING WAS CLOSED. <br /> <br /> In response to an inquiry by Chairperson Maas whether a condition regarding the building's <br /> appearance could be included, Ms. Decker replied that it would be under the Commission's <br /> purview to add conditions relating to the appearance of the building. <br /> <br />EXCERPTS: PLANNING COMMISSION MEETING MINUTES, February 23, 2005 Page 4 of 6 <br /> <br /> <br />
