Honorable Mayor and Members of the City Council: <br /> <br />DISCUSSION <br /> <br />On December 1, 2004, the City Manager approved an Agreement with Rasmussen <br />Planning, Inc. to provide professional planning services to assist the City in updating the <br />Draft Bernal Property Phase II Specific Plan. <br /> <br />At its January 4, 2005 and February 1, 2005 meetings, the City Council provided input <br />regarding the primary planning elements for the five (5) site plan alternatives for the <br />"Central Area" of the 318-acre City-owned Bernal Property Phase II Specific Plan area <br />and requested that further information be provided regarding the proposed Cultural Arts <br />Center. Specific areas of discussion would include comparative traffic and noise issues, <br />permeable pavement materials, and environmental overlay maps. The Council also <br />directed staff to forward the five site alternatives, including Council's input, to the Civic <br />Arts, Youth, Parks and Recreation, and Planning Commissions and the Youth Master Plan <br />Implementation Committee for their input and to schedule a Town Hall meeting to <br />provide the community an opportunity to comment on the recommendations of the various <br />City commissions and committees prior to further Council action. Rasmussen Planning, <br />Inc., through its President, Wayne Rasmussen, has also been requested to assist in <br />processing the Bemal Community Park Phase I PUD plans. These new tasks have <br />expanded the scope of the project, requiring additional consultant work beyond that of the <br />original agreement. A copy of the proposed Amendment No. 1 is included as <br />Attachment A. <br /> <br />FISCAL IMPACT <br /> <br />The consultant services under Amendment No. 1 for Rasmussen Planning, Inc., will be <br />provided at an additional project cost not to exceed $28,080. The total cost of the <br />Consultant Agreement, including the original contract amount of $19,500, will not exceed <br />$47,580.
