At no time shall balloons, banners, pennants, or other attention-getting devices be utilized on the site except as allowed by Section l8. 96. 060K of the Zoning Ordinance for grand openings or by Section 18.116.040 of the Zoning Ordinance if approved by temporary conditional use permit as part of a decorating plan in conjunction with shopping center promotional events. At no time shall spot lighting be used after 10:00 PM in conjunction with such grand openings and/or promotional events. Engineering 26. All utilities required to serve any existing or proposed development on-site shall be installed underground, unless otherwise determined by the City Engineer. 27. All parking spaces shall be striped. 28. The location of any new pad mounted transformers shall be subject to approval by the Planning Director prior to issuance of permits by the Building Department. Such transformers shall be screened by landscaping or contained within an enclosure matching the building and with corrugated metal gates. All transformers shall be shown on the plans submitted for issuance of building permits. 29. The applicants shall construct vertical P.C.C. curbs and gutters within this project unless otherwise approved by the City Engineer. six inch vertical concrete curbs shall be installed between all paved and landscaped areas. 30. All backflow prevention devices installed with the development shall be painted forest green (pantone Color System Number 357 or equivalent) and shall be screened with shrubbery. The shrubbery shall be of a species and planted at a density to satisfactorily screen the device and shall be designed to blend with adjacent landscaping. All such devices shall be shown on the plans submitted for issuance of building permits. The adequacy of such screening shall be determined by the Planning Director prior to issuance of building permits. 31. The applicants shall submit a final grading and drainage plan prepared by a licensed civil engineer for review and approval of the Planning Director, City Engineer, and Director of Building Inspection prior to the issuance of a building permit. The grading plan shall accurately indicate the difference between the Main Street sidewalk and building finish floor elevations.
