<br />Commissioner Hovingh feels this project is important to the City, but has trouble with the <br />fact that it will be for seniors only. He views this as a step forward for affordable housing <br />for seniors and feels there is opportunity for compromise to reduce some of the second-story <br />elements. <br /> <br />Commissioner McGuirk stated he visited the Finns and Mr. Glanville, and saw the impact on <br />the Finn yard. He agrees that the Finns will be walled in by the proposed project. This is <br />Commissioner McGuirk's biggest concern. He would like a reduction in units in this area, <br />which would also help with the parking situation. He would also like to see some <br />compromise for the Glanville lots, however, he is not in favor of two-story houses backing <br />up to one-story apartments. He likes the project except for the impact on the perimeter <br />residents. He wants to provide some mitigation to allow a single story home to enjoy life <br />next to a high density project. Commissioner McGuirk observed that seniors like to get out <br />of the house and do things; he is not concerned that the project does not incorporate many <br />recreational amenities. Commissioner McGuirk recommended the applicants work further <br />with the neighbors and staff. <br /> <br />Chairman Lutz feels the project is good and still supports the project. He noted the many <br />significant issues discussed by the applicant and public testimony, such as smaller courtyards <br />will work to maintain the revised setback, Mr. Madden was willing to work with the Finns <br />and Ms. Wilson. Chairman Lutz feels something must be done to maintain the livability of <br />the Finn home. He feels there is sufficient willingness for compromise to approve this <br />application. <br /> <br />Mr. Iserson suggested two options the Commissioners could take: (1) condition the <br />application to reflect their desires, or (2) continue the application to further review the <br />applicant's changes to the site plan. <br /> <br />PUBLIC HEARING WAS RE-OPENED <br /> <br />The Commission asked Mr. Madden to state his preference of having a vote taken or having <br />the application continued for further work. <br /> <br />Mr. Madden stated his preference to have the Commission vote on this project tonight and <br />not continue it to a future date. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Hovingh motioned, seconded by Commissioner Dove, finding that the <br />proposed land use change and proposed project would not have a significant effect on <br />the environment, and recommending approval of the Negative Declaration prepared for <br />Case GPA-95-02/PUD-95-06. <br /> <br />Planning Commission Minutes <br /> <br />Page 15 <br /> <br />November 29, 1995 <br />
