7. MATTERS INITIATED BY COMMISSION MEMBERS

Commissioner Dove got further clarification on the parking issue in the earlier application
for the brew pub.

Commissioner Barker advised that she attended the California Chapter of the American
Planning Association conference in Santa Barbara. She found it very informative and useful
and also felt staff would have found it beneficial. She noted that Los Angeles is beginning to
use retractable bars to curb the number of vehicle trips on city streets.

Commissioner Wright spoke about the color pallet for Metro 580. He also does not like the
Walmart entrance being signed as Walrnart Drive. He noted there are maroon columns next
to pink columns. Mr. Iserson advised that the pink columns are being repainted to match the
maroon color pallet.

Commissioner Wright stated he had received phone calls about a residence on the west end
of Via Espada which has constructed a large stucco fence behind which is located a large
shed.

Regarding the Commission's previous comments about the townhouses on Hopyard, Mr.
Iserson noted staff looked into the complaint, and there is nothing the City can do regarding
the whitewashed fences.

Commissioner Hovingh commented that he does not care for the new signs for the Best
shopping center. He also asked that the staff person's name be added to future staff reports.

He also noted that no one is wearing protective gear at the skateboard park. Mr. Iserson
stated the Parks and Recreation Department is trying to educate the users and recently
distributed a flyer outlining the rules. Mr. Beougher advised that State code states that a city
shall not be held liable for injuries if a sign requiring protective gear is posted.

Commissioner Hovingh again noted cars making right turns out of the Shell station at
Pimlico and crossing two lanes of traffic to make a left turn. He feels the espresso operation
is not requesting customers to exit onto Pimlico.

He also noted that there have been several big rig trucks on West Las Positas and suggested
a sign be posted at Foothill prohibiting left turns for trucks onto West Las Positas.

Regarding past discussion regarding new signage ordinance for new housing development
signs, Commissioner McGuirk inquired if the new signs he has seen in town are the end
result of this decision. If so, he feels the signs would have been of a higher quality and/or
better designed.

Planning Commission Minutes

Page 14

October 11. 1995

.
