<br />Gary Schwagerle, 189 West Angela Street, spoke against the extension of the Rose Avenue <br />and also feels the area between Ruby Hill and the City should be increased in density and not <br />be zoned as Agricultural. <br /> <br />Margot Kelly, 511 Mission Drive, chaired the Circulation Sub-committee, and described how <br />the Sub-committee worked. Neighborhood issues were dealt with ftrst; committee consensus <br />was tried, otherwise a vote was taken. If the vote was close, the issue was passed to the <br />Steering Committee. The West Las Positas interchange vote came at the end of the Sub- <br />committee process. The initial vote was unanimous to keep it in; however, at the Steering <br />Committee meeting, there was a tremendous negative neighborhood input, which resulted in <br />the current Steering Committee recommendation. Ms. Kelly noted she did not take any issue <br />lightly during the Steering Committee process. <br /> <br />Pam Chrisman, 1944 Vineyard Avenue, is in opposition to the Vineyard Corridor <br />recommendation of the General Plan. She described that the City asked them to incorporate <br />into Pleasanton at the time the Ruby Hill development was incorporated. Further, she felt <br />the property owners were promised they would be able to subdivide. Ms. Chrisman does not <br />believe subdividing means one unit per five acre parcels, and would like the City to honor <br />their promises. <br /> <br />Brad Hirst, 2456 Minivet Court, encouraged the Commission to be concerned with the <br />quality, not quantity, of planning. He feels the City should be concerned about overall <br />planning, rather than just looking at housing numbers. If the City wants to reduce density, <br />etc., Mr. Hirst believes it should be applied to the Case A venue property first and the San <br />Francisco Water Department property second. The speaker also feels some thought should <br />be given to the super majority concept, feeling the greatest good for the greatest amount of <br />people is by a simple majority vote. Mr. Hirst is concerned about future development with <br />the proposed changes in the density definitions and about the definition of gross developable <br />acreage. He feels the cost of parks and schools will increase because there will be fewer <br />dwellings to spread the cost over. The Steering Committee is discouraging drive-through <br />businesses, which in his opinion could lead to discouraging all business growth. The speaker <br />encouraged the Commissioners to give more thought to the Vineyard A venue area; there <br />needs to be sufficient amount of housing to support the infrastructure. Finally, he asked the <br />Commission to give thought to the West Las Positas interchange, supporting it to be included <br />in the General Plan, and look to how to accomplish it at a later date. <br /> <br />Sharen Heinz, 1550 Vineyard Avenue, spoke extensively on various topics such as their <br />Vineyard Avenue property was bought for their retirement investment, what is good for <br />Pleasanton, and their business property on Main Street before the beautification project. She <br />feels the Vineyard Corridor property owners are of higher priority than the San Francisco <br />Water Department property.
