<br />l:L Prezoninl! RZ-94-07 and Annexation. Citv of Pleasanton <br />The Planning Commission will receive a presentation and public input on the Draft <br />Environmental Impact Report for 1) the prezoning of the San Francisco Water <br />Department Bernal Avenue property and a portion of the Alameda County <br />Transportation Corridor to the following Planned Unit Development (PUD) designations: <br />PUD - Parks and Recreation/Public Health and Safety/Medium Density Residential/High <br />Density Residential/Public and Institutional (future school)/Retail, Highway, and Service <br />Commercial, Business and Professional Offices/Public and Institutional/Transportation <br />Corridor; and 2) annexation of this land along with the adjacent 27 acre Pleasanton <br />Middle School site owned by the Pleasanton Unified School District. The 560 acre, <br />triangular-shaped site is bounded by the Arroyo de la Laguna to the west, Bernal <br />Avenue to the north, and the Alameda County Transportation Corridor to the <br />southeast. No action on the DEIR or project will be taken at this time. <br /> <br />Mr. Swift presented the staff report for the City of Pleasant on to prezone the San Francisco <br />Water Department (SFWD) property, as described in the staff report. The SFWD and <br />Alameda County requested an EIR report be completed; therefore, the City Council directed <br />staff to prepare an EIR. <br /> <br />The Draft EIR is now complete and is being presented for review and comments. All <br />comments will be addressed in the Final ElR to be completed in May. Mr. Swift advised <br />that this report has been drafted in a "tiered" fashion, thereby allowing additional <br />environmental documents to build upon the base EIR report. If Pleasanton is able to annex <br />the property, the next step would be to have a specific plan prepared. A more detailed ErR <br />would then be prepared, more clearly delineating the site specific impacts of the project. <br /> <br />Mr. Swift described the three development intensities described in the Draft EIR. They <br />include 1) leaving the area as status quo; 2) annexing to Pleasanton and developing in <br />accordance with the City's policies, and 3) leaving development to the County with no <br />servicing by the City. <br /> <br />The three intensities include from 800 residential units and 250,000 square feet of <br />commercial/office/industrial uses to a high of 3,300 residential units and 750,000 square feet <br />of commercial/office/industrial uses. <br /> <br />Mr. Swift advised that the intention of this meeting is to take public comments as well as <br />Commissioners' comments, so staff can begin preparing the Final EIR, encompassing the <br />draft report and answering any issues brought forward from the public.
