<br />within the very restrictive allowable uses. Mr. Ghielmetti noted there has been a lot of <br />misinformation given about the land trust and what the applicants are trying to achieve with <br />their cap request. He feels after the final reports are done and they are able to meet with the <br />members of the Land Trust, these issues will be resolved. <br /> <br />Mr. Ghielmetti noted that they are in basic agreement with the staff report. They re- <br />analyzed their original plans and found a lack of open space and a shortcut street from one <br />side of the subdivision to the other with a lot of homes facing the street. The proposed lots <br />are still one-half acre, but they have returned 17 acres to open area. The slopes are 3: 1. <br />The speaker noted the redesign of lots around the swimming pool eliminating backyards <br />backing up to the pool area. He also noted some adjustments were made to increase the <br />Tiger Salamander habitat. Overall, they consider this a superior plan over the original plan. <br /> <br />The applicants are anxious to proceed with the grading of the back half of the golf course <br />which will affect the perimeter of some of the lots. The applicants believe the pedestrian <br />open space they have provided should eliminate staffs need for sidewalks. <br /> <br />The development has its own soils engineer who will certify that the lots are graded properly <br />and compacted to the 95 % requirement. <br /> <br />Commissioner Hovingh inquired of the speaker where a child would have to walk on the <br />major loop street if he/she chose to walk a few blocks to a friend's house. Mr. Ghielmetti <br />answered that the residents could landscape their property with a pathway; otherwise the <br />street would have to be used. Commissioner Hovingh also anticipated that homeowners <br />would not look favorably upon pedestrians walking on their newly installed landscaping. The <br />speaker noted that the smaller lot areas all have sidewalks; it is just the half acre lots that <br />don't have sidewalks. <br /> <br />In response to Commissioner Barker, the speaker advised that the 17 acres of open space <br />came from eliminating the large slopes from the lots. He also noted that the density did not <br />change with this modification. Ms. Watt noted that the general street size is a 50 foot right <br />of way with two lanes of travel, each approximately 14 1/2 feet. Parking is not allowed on <br />the street and must be provided for on the lots. <br /> <br />In response to Commissioner Barker, Mr. Ghielmetti advised that these are private streets, <br />therefore, the parking restrictions can be enforced. This also facilitates pedestrians walking <br />in the street. He noted there is 24-hour gated security and at build-out there will be a roving <br />security service. Commissioner Barker feels the sidewalk is necessary for walkers and <br />joggers. <br /> <br />In response to Commissioner Lutz, Mr. Ghielmetti stated they can work with Condition 32 <br />as it is written. <br /> <br />PUBLIC HEARING CLOSED <br /> <br />Planning Commission Minutes <br /> <br />Page 10 <br /> <br />February 8, 1995 <br />
