the tennis/swim center and across from the golf clubhouse; and Pod W which consists of
3/4 to l-acre+ custom homesites located adjacent to the salamander habitat area at the
southernmost end of the project. The Ruby Hill development is bounded generally by
East Vineyard Avenue on the north and northeast and Vallecitos Road on the south and
southeast. Zoning for the property is PUD-A/OS/LDR (planned Unit Development-
Agricultural/Open Space/Low Density Residential) District.

Continued to February 8, 1995.

7.... MA TI'ERS INITIATED BY COMMISSION MEMBERS

Commissioner Hovingh advised staff that eastbound on West Las Positas just west of
Stoneridge Drive there is a sequence of potholes in the left-hand lane.

Commissioner Barker advised staff that the timing for the left turn pocket from Stanley onto
Bernal is too short in the evening and needs to be lengthened to clear the traffic.

Commissioner Dove commented that he believes the thought of incorporating low to
moderate income housing in the St. John Place came very late in the hearing. He inquired if
staff should mention that providing such housing is looked upon favorably by the City. Mr.
Swift advised that there is a General Plan policy to have both low and moderate income
housing built. The Planning Commission has adopted an informal policy that in any high
density housing for sale, moderate income housing would try to be incorporated, and in high
density housing for rent, incorporate low income housing into the project. Because St. John
Place is a medium density, detached single family residence project, staff did not discuss
with the applicant the option of having some units available for the moderate income level.

8. MATI'ERS FOR COMMISSION'S REVIEW

BL Future PlanniDl! Calendar

Chairman Wright advised that the League of California Cities Planners Institute will have a
meeting March 22 - 24. He inquired if any Commissioner wanted to attend, although it
would conflict with the second March meeting. He asked everyone to consult their calendars
and advise at the next meeting if they would like to attend. Commissioner McGuirk
commented that these types of meetings are very valuable, especially to new members.

& Actions of the Citv Council

There were none.

k..
