<br />Resolution No. PC-2004-67 <br />Page Two <br /> <br />2. The proposed development plan is consistent with the City's General Plan <br />and the Vineyard Avenue Corridor Specific Plan. <br /> <br />The Vineyard Avenue Corridor Specific Plan was developed to implement the <br />City's General Plan for the Vineyard A venue Corridor Area. The Vineyard <br />A venue Corridor Specific Plan has been found to be consistent with the General <br />Plan policies including development outside 100-year flood zone areas, on stable <br />soils, construction of homes, development which respects existing residential <br />neighborhoods, development with does not create traffic impacts, and density <br />consistent with surrounding properties. As conditioned, the proposed <br />development is consistent with both the General Plan and the Vineyard Avenue <br />Corridor Specific Plan, and, therefore, this finding can be made. <br /> <br />3. The proposed development plan is compatible with previously developed <br />properties in the vicinity and the natural, topographic features of the site. <br /> <br />As conditioned, the proposed project incorporates provisions to provide for a <br />berm in front of the property along Vineyard Avenue to serve as a buffer from <br />traffic noise on Vineyard Avenue. The natural topography of the rear portion of <br />the land would be retained, and the existing dense trees along the Old Vineyard <br />Avenue trail would help minimize any impact on the privacy of residents as well <br />as the users of the adjacent regional recreation area. The grading of the site has <br />been kept at the minimum except for the noise attenuation berm. In addition, the <br />grading would blend with the site's natural topographic features and would not <br />affect the existing trees on the site. Additionally, the proposed landscaping would <br />reduce the visibility of the home from off site. Therefore, this finding can be <br />made. <br /> <br />4. Grading in conjunction with the proposed development plan takes into <br />account environmental characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, slides, or flooding to have as <br />minimal an effect upon the environment as possible. <br /> <br />As conditioned, the proposed grading and building pad would be designed to be <br />consistent with the geotechnical report and would adhere to the recommendations <br />which have been prepared for the development. This site is not located within the <br />Alquist-Priolo earthquake study area or within the FEMA-designated 100-year <br />floodplain. Through the proposed conditions, grading would adequately address <br />the drainage issues. Therefore, this finding can be made. <br /> <br />111 . <br />
