<br />31. Prior to installation of any signs, a final comprehensive sign program consistent with the <br />proposed conceptual sign program shall be submitted to the Planning Director for review <br />and approval. Said sign program shall include the specific details for each sign (i.e., <br />colors, materials, illumination, location, sign text, etc.). The sign program shall be <br />consistent with the regulations of the Downtown Revitalization District and the <br />Downtown Design Guidelines. Signs at the rear of the building identifying the main <br />tenant and/or incorporating a directory sign element shall be located near the easterly <br />gate. <br /> <br />32. The building permit plans shall accurately show all existing public improvements near <br />the subject development (i.e., street lights, street signs, vaults, etc.) and shall clearly <br />indicate any proposed modifications to the existing public improvements. Proposed <br />modifications to the public improvements shall be subject to review and approval by the <br />Plarming Director prior to issuance of a building permit. <br /> <br />33. At no time shall balloons, barmers, pennants, or other attention-getting devices be utilized <br />on the site except as allowed by Section 18.96.060K of the Zoning Ordinance for grand <br />openings or by Section 18.116.040 of the Zoning Ordinance if approved by temporary <br />conditional use permit as part of a decorating plan in conjunction with DowntownlMain <br />Street promotional events. At no time shall spot lighting be used after 10:00 PM in <br />conjunction with such grand openings and/or promotional events. <br /> <br />34. No newspaper dispensers shall be allowed outside of the building unless the enclosure <br />and newspaper racks match the others used on Main Street. The specific design and <br />location ofthe newspaper racks shall be subject to the review and approval of the <br />Plarming Director prior to installation. <br /> <br />35. All demolition work, site improvements, and construction activities shall be limited to the <br />hours of 8:00 a.m. to 5:00 p.m., Monday through Saturday. No construction shall be <br />allowed on Federal Holidays. All construction equipment must meet DMV noise <br />standards and shall be equipped with muffling devices. <br /> <br />36. The project developer shall provide a construction plan with the building permit plan set <br />for review and approval by the Plarming Director and Chief Building Official before <br />issuance of a building permit. The construction plan shall show the proposed location of <br />materials and equipment storage, parking of construction vehicles, location of portable <br />toilets, etc. Said plan shall be designed to minimize the loss of public parking spaces <br />and, if any need to be lost, to minimize the length of the time they are used for <br />construction-related activities. <br /> <br />37. At no time shall the delivery of construction material, parking of construction vehicles, or <br />storage of construction material impede the flow of traffic on St. Mary Street unless <br />temporary and approved by the City Engineer and Chief of Police. <br /> <br />5 <br />
