<br />In addition, Carden West School shall be subject to the following requirements pertaining <br />to its traffic systems management: <br /> <br />a. Carden West shall maintain lease agreements for a minimum of two to three, 24- <br />seat buses and shall set up five, five-student vanpools before the start of the <br />2004/2005 school year. These buses and vanpoo1s shall be used to maintain the <br />trip limit stated in the above table as long as the school is in operation. <br /> <br />b. Any new or increased enrollment shall be programmed such that increased bus <br />and vanpool use, or increased 9:20 a.m. class start time, would be used to limit the <br />peak hour school traffic to no more than 70 net trips in or out of the school site for <br />the a.m. peak hour. <br /> <br />c. Carden West shall provide annual audits of its traffic and traffic management <br />operations to staff annually, before the start of a new school year, and before any <br />increases in enrollment or staffing to verify that Carden West is operating within <br />its "trip-neutral" traffic parameters. Based upon these audits, staff shall review <br />the enrollment increases on a case-by-case basis to ensure that they remain trip- <br />neutral. If Carden West wishes to increase its enrollment for a given school year <br />to a level that would result in traffic levels greater than 70 net trips per hour for <br />the morning commute hour and 67 net trips per hour for the evening commute <br />hour, Carden West would then have to obtain Planning Commission approval of a <br />new conditional use permit with the attendant environmental review and traffic <br />analyses. <br /> <br />d. Carden West shall retain a traffic systems manager to supervise its traffic <br />management programs and to ensure that the trip limits are adhered to as long as <br />the school is in operation. <br /> <br />e. Carden West shall participate in all ongoing traffic programs offered by the <br />Hacienda Park to its businesses and residents. Carden West's participation in <br />these programs shall also be covered in the annual traffic audits provided to staff. <br /> <br />12. All building and site signs for the Carden West School shall conform to the applicable <br />sections of the Hacienda Design Guidelines and shall be submitted to the Planning <br />Director for review and approval before installation. <br /> <br />13. The applicant is encouraged to work with the City in an effort to provide a school <br />crossing guard to protect children walking and riding bicycles to and from Hart Middle <br />School. <br /> <br />14. The applicant shall work with the City to establish school zone signage on the streets <br />surrounding Carden West School. The designs for these signs and their locations shall be <br />shown on the building permit plan set to the satisfaction of the Planning Director before <br />issuance of a building permit. They shall be installed before school begins. <br />
