<br />parking lot and the Arroyo del Valle shall remain undisturbed (i.e., there shall be <br />no cuts or fill). Prior to the issuance of a building permit, a before and after <br />grading plan shall be provided to the Planning Director and City Engineer for <br />review and approval. <br /> <br />90. The applicant shall install a bioswale with an approximately ten (10) foot width <br />along the eastern border of the project by the parking lot. The design of the <br />bioswale is subject to the review and approval of the City Engineer. The <br />applicant shall grade the site as necessary so as to achieve a functional bioswale. <br /> <br />91. As required by the City Engineer, storm drain water shall be directed to the <br />existing storm drain system on Main Street either through a new storm drain line <br />on the neighboring property to the west or through a new storm drainage line on <br />Ray Street. The new storm drain line shall be installed by the applicant. If a new <br />storm drain line is installed in Ray Street, the applicant shall repave Ray Street <br />from where the line enters Ray Street to Main Street. The location and design of <br />the paving shall be subject to the review and approval of the City Engineer, prior <br />to the issuance of a building permit. <br /> <br />92. The project developer shall submit a final grading and drainage plan prepared by <br />a licensed civil engineer depicting all final grades and on-site drainage control <br />measures, including concrete-lined V -ditches, to protect all cut and fill slopes <br />from surface water overflow. This plan shall be subject to the review and <br />approval of the City Engineer and/or the Chief Building Official prior to the <br />issuance of any building permits. <br /> <br />93. The project developer shall submit a refundable cash bond for hazard and erosion <br />control prior to issuance of an Engineering or Building and Safety Division <br />permit. The amount of this bond will be determined by the City Engineer. <br /> <br />94. The applicant shall grant an easement to the City over those parcels needed for <br />public service easements (P.S.E.) and which are approved by the City Engineer or <br />other easements which may be designated by the City Engineer. <br /> <br />95. All existing wells on the site shall be removed or sealed, filled and abandoned <br />pursuant to Alameda County Ord. 73-68, prior to the start of grading operations <br />unless Zone 7 retains specific wells for observation wells, or special approval is <br />obtained from the City Engineer for temporary use of an existing well for <br />construction water. Any wells designated for abandonment or any wells, <br />encountered during construction, are to be destroyed in accordance with a permit <br />obtained from Zone 7. <br /> <br />96. The haul route for all materials to and from this development shall be approved by <br />the City Engineer prior to the issuance of an encroachment permit. <br />
