THE PUBLIC HEARING WAS RE-OPENED. <br />Blyth Wilson, project designer, noted that most canopies were painted a glossy white <br />finish because it helped to reduce the amount of dirt. He noted that it may be painted a <br />flat white finish, which would appear dirty in a short time. He noted that the lighting <br />may be changed to use aflat-lens light, known as a full cut-off diffused flat-lens white, <br />which reduced the light diffraction onto the canopy. <br />In response to an inquiry by Chairperson Roberts whether some of the lights could be <br />dimmed later at night, Mr. Wilson replied that while the police like the gas stations to be <br />well-lit, it is not required. He noted that some of the lighting could be reduced late at <br />night through a timer. <br />Commissioner Fox believed that the monument sign's height of nine feet tall was <br />excessive and inquired whether it could be reduced to five feet tall. She requested that <br />staff review the design before it is finalized. <br />Mr. Wilson advised that the overall height of the sign could be addressed but that two <br />feet of the sign was dedicated to an architectural treatment, creating additional height. He <br />noted that the sign could be reduced to seven feet high by removing the cornice and the <br />base. He added that there were certain limitations regarding wording on a gas station <br />sign and noted that afive-foot high sign would not meet the State requirements for <br />gasoline pricing. He added that the lettering must meet a minimum size. <br />Commissioner Fox suggested that a bike rack be installed since the station is located near <br />the BMX track at Shadow Cliffs. <br />Mr. Wilson advised that could be accomplished. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Arkin wished to add strongly worded language to the motion that any <br />change to the signage come in front of the Planning Commission. <br />Commissioner Fox inquired whether a second disabled parking space could be added. <br />Ms. Nerland advised that the number of disabled parking spaces were determined by <br />Building Code requirements and not the Planning Department. <br />Commissioner Arkin moved to recommend approval of PDR-289, subject to the <br />conditions of the staff report, with the modifications that any alteration to the <br />signage would come before the Planning Commission; that the height of the <br />monument sign would be reduced as much as possible while still conforming to State <br />legal requirements; and that the canopy lights would be changed to full cut-off <br />flat-lens diffused lighting. <br />Commissioner Maas seconded the motion. <br />PLANNING COMMISSION MINUTES, September 22, 2004 Page 9 of 14 <br />
